Loot your first shrapnel You can find Shrapnel in the "Materials" tab in your inventory. You can sell it or convert it to Universal Ammo by right-clicking it and choosing "Convert to Ammo" in the context menu. 100 Shrapnel results in 101 Universal Ammo.
