Police Academy III - The Graduation Years
Graduating makes you a ROCKtropia Police Officer. The Police Radio it pays out is what activates the daily police calls, and it has to be in your inventory for them to start. If the calls will not activate, Mobile Mike near ClubNeverdie at City of Dreams repairs the radio.
